When the current user only has the "save" action available (ie the "same state" -> "same state" transition) the button for that action does not appear.
Also, You do need the widget to add comments when you are in an endstate.
(That may be the end state for some users, but not for others.)

Use case 1:
When the current user only has the "save" action available (ie the "same state" -> "same state" transition) the button for that action does not appear.
I'm using the "same state" -> "same state" transition action as the Save button of my form.
That way, at the end state of my workflow, there's no more workflow actions to be displayed, only the save button.

Use case 2:
The normal comment form disappears when there are no transitions available for the current user. I got users who cant change the workflow state but they can react on comments.
Let's say I have an entity in the phase number 3 out of 5, for example. If the user doesn't have permission to change the workflow phase but does have permission to save the entity, there will be no actions available. (in my scenario, the user would see the whole /edit page, but no buttons)

#5:
I got users who can't change the workflow state but they can react on comments.
I need the workflow comments available at any time.

Note: the D8 successor is #2948377: Do not hide widget when having only one option

That is correct.

What is your use case? Do you need your users to add comments without altering the state?

@johnv
I'm using the "same state" -> "same state" transition action as the Save button of my form.

That way, at the end state of my workflow, there's no more workflow actions to be displayed, only the save button.

Also, the second scenario is also valid for me.

Let's say I have an entity in the phase number 3 out of 5, for example. If the user doesn't have permission to change the workflow phase but does have permission to save the entity, there will be no actions available. (in my scenario, the user would see the whole /edit page, but no buttons)

And, yes, I need the workflow comments available at any time.
