"existing" assignment plugin should assign only to packages that exist

Problem/Motivation

Currently the "existing" assignment plugin detects existing packages and assigns any configuration they include to a corresponding package. However, if the "packages" plugin has not run previously, the plugins may or may not exist.

Proposed resolution

Load and filter by list of packages so we only assign to packages that exist.
