As a result of recent changes in the 3.x-dev version of state_machine, the vid returned as the 'latest revision' is always the published one, regardless of whether a newer draft exists.

I have made a state-machine bug report and patch as well, but given that the get_latest_revision method in that module has been marked as deprecated, I'd suggest that it might be more useful to switch over to display the 'active revision' status in the moderation messages: that should be correct and useful even if the active revision doesn't happen to be the latest one.
