Maybe if you are on it, you could consider this case too:
I've tried the module with a theme that supports sticky headers, i.e. once I start to scroll down, a part of the page (the main menu + logo in my case) gets "anchored" at the top and remains there, until I scroll up completely again.
Here the notification wasn't properly displayed (even if the sticky header wasn't active yet). The author of the theme wasn't sure whether it was a problem of the theme or of the module, but gave me this CSS code, which has improved the behavior:
#sliding-popup {height: 60px !important;}The height would probably need to be configured via settings.
Now it's displayed properly, but is being scrolled away, as I said. This scrolling away happen also with the Bartik theme, so isn't theme related apparently. However, sticky headers might play a role too for your modifications.

svenryen commentedI have added a checkbox to keep the banner fixed at the top (this could as well have been fixed in theme css by setting the banner position to fixed, but if this helps some site builders, I'm happy to provide the feature.
