Does not respect paths set as non-admin [#2579261]

Currently the module only matches against the admin paths provided from hook_admin_paths(). In core logic this part can be overridden by setting the value to FALSE.

A use case for this I ran into is that we use hook_admin_paths() to set node/add/foobar as a non-admin path. With the current state of this module, this override is never checked due to node/add/* being an admin path.

This introduces a breaking API change where hook_context_admin_exclude_admin_patterns_alter() now receives an array structure including both admin and non-admin paths.

function hook_context_admin_exclude_admin_patterns_alter(&$paths) {
  $paths['admin'][] = 'foobar/*/edit';
  $paths['non_admin'][] = 'foobar/123/edit';
}
