Problem/Motivation

Due to a recent core change #2476947: Convert "title" page element into a block the Tmgmt module tests are failing. We should fix this.

Proposed resolution

Add the title block to the tests.

Is this a Tmgmt issue or a flag Issue?

Flag core .. top of the tree .. I think all the tests are passing.

Oops. That was me copy-pasting from a similar issue on another module. I mean flag tests.
