The webhook url always gives a http 200 return code... even if the operation if not allowed.

I did a quick test with GitLab, which seems to ignore the status unfortunately ... but I guess it makes sense.

Why not use https://api.drupal.org/api/drupal/includes!common.inc/function/drupal_ac... ?

Because drupal_access_denied generates a page ... and I only want to output a single line.
