Problem/Motivation

In D6 I had configured sites/default/files/translationsand now it is public://l10n_packager in the form.

After some investigation I found that l10n_packager_directory() does not return the configured setting and therefore save files in wrong and "random" folder.

This is a regression to D6 and the attached patch was build based on D6 code.

Proposed resolution

And if I try to fix the path to the old it get'd directly overwritten with public://l10n_packager in the form.
