https://www.drupal.org/node/2500513#comment-10339457 has revealed a nasty problem deep in the Migrate system that causes it to not always play nicely with PostgreSQL. Since #2500513: Upgrade path for Shortcut 7.x landed yesterday, Postgres DrupalCI bots are breaking, which makes this issue critical.

The attached patch is a workaround which should resolve the broken tests on PostgreSQL; the Migrate team will do more follow-up work to fix the root of the issue. Until then, we'll test all incoming Migrate patches on PostgreSQL as well as MySQL.

If it's green this is the right quick fix, we just need a follow-up to normalize the order the conditions are applied.
