The link_field form element is very handy for custom forms... but the link title field assumes the presence of $instance['settings']['max_length'] to set the descriptive text "The link title is limited to @maxlength characters maximum." (and the actual maximum length). $instance doesn't exist unless you're using Field API.
Attached a trivial patch to fall back to a max length of 128.
