In the related wysiwyg_filter issue, there is a patch, https://www.drupal.org/files/wysiwyg_filter-1687794-1-skip-validation-if..., that can be used to disable the validation of the module's form items when the filter itself is not selected, getting rid of form errors caused by weird default values in the nofollow_domains form element.

The issue is from 2013, RTBC, and wysiwyg_filter still has not incorporated it. I think panopoly_wysiwyg should.
