After upgrading to CTools 1.9 you receive the following JS error when creating a new element goal:

Uncaught ReferenceError: modalTabTrapHandler is not defined

Acquia Lift modules sometimes call the Ctools function to unmodal content or dismiss a modal directly. This leads to a problem with the scope of the function as called and prevents the code from accessing the original local CTools functions at runtime.

Solution:
Trigger the close button click event for dismissing a window and do not extend the unmodal function. These will allow Ctools JS to execute within the expected scope.
