Tootlips stop working on Better Exposed Filter after upgrade to 7.x-3.1-beta3 [#2556071]

Prior to upgrading to Bootsrap 7.x-3.1-beta3, tooltips on Views Better Exposed filters work as expected.
After upgrade, the tooltips are on the page directly, not in a popover.

Other tooltips, attached to blocks for instance, work as expected.

In the attached pic, the tooltip is displayed on screen instead of on hover in a popup.

Added pic to show how tooltip now displays.

Also a tip that still functions in the same manner. This one is on a button and is how exposed filter tips were displayed prior to the recent upgrade.
