Just like regular admin created orders, the POS in progress order does not run through pricing rules. The add product option handles this on adding the product, but that's it. Proposing a patch which exposes a boolean config option to support order refresh. On order load, if it is the active POS order it will run refresh.

Tested patch on fresh install and everything looks good. I would say from a user's perspective the functionality is still not ideal. The discount is not applied until the order is loaded after clicking it from the pop up after the order button is clicked.
