I installed the security update and fields that are repeating (link, photo, title with the option to upload all three times) the second and third fields stopped displaying inside panalizer.

Reverting to the older version of ctools solved the problem.

Ok... so this was a duh on my part. As it turns out the change was that I had already applied this patch to solve this problem that had occurred in the past with ctools.

That patch wasn't included in the latest version of ctools so I had to patch it again to keep my site working.
