Extend functionality to selected vocabularies

I'd like to limit this functionality based on vocabulary like nodes are restricted to content types. A user would select the vocabulary like they would a node type. Then the taxonomy terms in that vocabulary would be affected when their fields share the word-link enabled text filter, but other vocabularies would not be affected. This might be an edge case as most users might want this to apply to all taxonomy terms, but this patch grants finer control.
