Allow admins to disable certain license options, such as the No-Derivatives clause and the jurisdiction.

For example, on Remix Reading we only allow the following combinations in the England-Wales jurisdiction:

BY-SA
BY-NC
BY-NC-SA

So in the CC form, it would disable the "No" option on the "Allows modifications of your work?" question, and disable the jurisdiction option, defaulting to "England and Wales".
