views_plugin_list() has been moved to a static method

The function views_plugin_list(), which was formerly in the views.module file, has been removed.

This has been replaced by a static method, so the new usage is Views::pluginList().

Example usage
Before call to the function.

$views = views_plugin_list();

Now

$views = Views::pluginList();
