Error during installation:
Fatal error: Call to undefined function user_access() in /d8/modules/admin_menu/admin_menu.module on line 149

When I refresh home page I see the status message:
2 modules have been enabled: Administration menu, Administration menu Toolbar style.

Cannot uninstall, same error:

Fatal error: Call to undefined function user_access() in /d8/modules/admin_menu/admin_menu.module on line 149
