I install webform using a migration shell script that uses drush.
I get this error quite often :

Invalid argument supplied for foreach() webform.conditionals.inc:1039
May be $conditional['actions'] is not set in my case.

It sounds like your migration script is not consistent with current webform data structures. The conditionals must have action and rules entries. I think you need to update your script.

As a general principle, we don't add tests for data structures that every valid webform installation must have. Instead, we find the source of the lack of data structures and fix the root cause, rather than remove the symptom, concealing the problem.
