The parent classes of of LocalActionDefault, LocalTaskDefault and ContextualLinkDefault have all been changed from Drupal\Core\Plugin\PluginBase to Drupal\Component\Plugin\PluginBase instead to force implementations to think about translation needs. LocalActionDefault and LocalTaskDefault use the DependencySerializationTrait directly now, so the only difference is the lack of StringTranslationTrait use. ContextualLinkDefault both discontinued using StringTranslationTrait and DependencySerializationTrait.

If you have links with dynamic titles or descriptions, you now need to explicitly to use StringTranslationTrait. See for example Drupal\comment\Plugin\Menu\LocalTask\UnapprovedComments:

  use StringTranslationTrait;
 
   public function getTitle() {
    return $this->t('Unapproved comments (@count)', array('@count' => $this->commentStorage->getUnapprovedCount()));
