Block content class [#2539990]

Currently, we do not have block content wrapper as in core block.tpl.php.
In my mind it will be better to add it.

We purposefully removed this as it is rarely needed (i.e. core wraps too much), which is why it was actually removed in D8 (#1972122: Remove the DIV tag around block content).

If it's truly desired, you can override the template in your sub-theme.
