Problem/Motivation

Simplenews 7.x has no "Add subscriber" local action, so it should be removed from 8.x too. We can add a new subscriber through "Mass subscribe" by passing only one email address.

Proposed resolution

Remove simplenews.subscriber_add from simplenews.links.action.yml and simplenews.routing.yml.
