I upgraded from an older version to last 1.x-dev (and run the database upgrade script), and admin/build/path-redirect/add is blank.. i see only title "Site building".

It sounds like maybe your menu cache didn't get cleared. This definitely should have happened when you upgraded if you upgraded from an official release. It's possible it didn't happen if you upgraded from a previous dev version. As a workaround, try going to admin/build/modules; I think that usually does the trick. But you may also want to make sure that path_redirect_update_4 got run properly. It's safe to simply run it again if you need to.

More than two weeks in "needs more info" without response - I assume that this problem got fixed.
