I don't understand why it redirects to admin/structure/menu/. Can't we just hide that item if devel module isn't enabled?

This makes the Development link conditional.

It also changes it to /admin/config/development.

Ideally, this would not be a link, and just a menu item with sub-items, but adding that feature is more complicated.
Also ideally, this should use a deriver class, but also out of scope for this issue.
