I have defined a tag 'Yahoo' . Now the text to appear instead of $YAHOO$ is the url
<a href="http://www.yahoo.com">Visit Yahoo</a>
Yet, the tag gets replaced by the text 'Visit Yahoo' without the link to the website. What could be wrong? Appreciate any help. Thank you.

Do you have 'Plain text replacements only' checked for your role on the reptag permission page? If so reptag removes all markup from your tags.
