DrupalCI is now in production on Drupal.org alongside PIFT/PIFR testing. At present this is enabled only for Drupal Core, 8.0 tests, and only for branch testing, and on-commit testing.

We need to enable testing on issues (patches).

The hard blocker here is changing the environment URL to "default" for patch tests.

Otherwise, it is all making sure we're ready to put this in front of everyone.
