Duplicated VBO select all operation

Follow-up to #2487972: [META] Results of testing localize.drupal.org on Drupal 7 in summer 2015

How to test

• Use https://localize-7.staging.devdrupal.org/ which should be an up to date version of the Drupal 7 port of localize.drupal.org. (In the browser authentication prompt enter drupal/drupal -- just as the prompt tells you to do so)
• Log in as team manager. When clicking the login link, you'll be redirected to staging.drupal.org (again in browser authentication prompt enter drupal/drupal), enter your drupal.org credentials. Post a comment below if this did not work.
• Go to group/node/$GROUP_ID/admin/people and check all checkbox. You should see duplicated vbo message for ability to select people from all pages https://www.drupal.org/files/issues/duplicate_vbo.png which is a bug
