commerce_store: Missing access type in views configuration for commerce cart form

Problem/Motivation

views.view.commerce_cart_form.yml is missing a proper access type in the display_options of it's default configuration.

Proposed resolution

Change the default configuration to an appropriate access type for views.view.commerce_cart_form.yml.
