Problem/Motivation

When editing a paragraph, if a user clicks and mangage/display link they will be brought back to the paragraph bundle edit screen if the field ui module is disabled.

Proposed resolution

Remove the op links if the field ui module is disabled

find issue in code and fix it

User interface changes

If the field ui module is enabled then there will be no change, except that the user will be able to manage the fields. If the field ui module isn't enabled then the field op links will disappear.
