I have a user without any permission for the 'Services' module: http://i.imgur.com/TElGvS9.png

However, in the menu, this person still has the menu item 'Services': http://i.imgur.com/2cJcbsP.png. This person can also access via the URLs admin/structure/services and admin/structure/services/add.

He/she will not able to do anything there.
