In #2106073: Add back ability on install to skip webform content type creation and/or body field addition for D8 I noticed the fact that if the Webform content type is skipped at install time then the webform_node_types_primary and webform_node_webform variables have incorrect values.

Working on the fix now.

Hmm turns out webform_node_webform is already taken care of as it's set to TRUE if the content type is created, however webform_node_types_primary still needs to be removed (well, actually set to an empty array).
