Co-maintaining

@agentrickard saw #1707048: Updating permissions in code, but rather hijack that issue I've started a new one.

I'm working with @ultimateboy at the University of Colorado and would like to commit some of the patches that have been sitting at RTBC, roll a new release and start moving some of the other feature requests forward. You gave @ultimateboy commit access, but not the ability to add additional maintainers. Can we both have that and really take this over since it is a key component of the way we maintain permissions at CU?
