Better formats is very useful module, but can not hide filter selection in non-field elements.
For example: user signature, taxonomy term description, etc.

Two ways:
- Use "Show format selection for non-field elements." permission (admin/people/permissions page)
- Use hook_better_formats_element_access_alter() function
