I am using Panopoly and I created one custom flexible layout for panels. I ticked all regions and rows to hide when empty. However when I see the markup of the page I still see these regions & rows which, with the row padding, are pushing down the page.

How is this working as designed? If "Hide element if empty" doesn't hide empty elements, then what does it do? Can you elaborate?

I'm running into the exact same issue. I have a custom flexible layout and with the "Hide element if empty" checked for everything. I've added styles including background-color and padding to various rows. When a row is empty, the element is still rendered and because of the background-color & padding, it appears as a big block of color.

Any ideas?

This issue is also happening to us. Even when we set the column, row, and region to Hide element if empty, then the row still displays. We are in the same situation described by mdixondesigns where when a row is empty and any css is applied to that panel row, then it display block of color with nothing inside.

When you inspect the element, the content is not there, but the row still renders.
