Ability to clear batch/queue apachesolr entries after stopping solr-index

When running drush solr-index and aborting, processes are still running afterward and are picked up by cron since entries are still present in the batch and queue tables. It would be helpful to have a drush command to clear those entries, so I created a drush command to do so:

drush solr-clear-batch
