This is the same issue as #1567950: Drupal_Apache_Solr_Service::_makeHttpRequest not setting timeout correctly. Always 30 seconds. but for apachesolr_multilingual instead of apachesolr. Assuming that issue gets commited, it handles the administrative interface. So all we need to do here is use the variable with the new default.
