Modeless (non-modal) dialog with ctools

Using ctools, is it possible to create a modeless (non-modal) dialog that would stay on the screen while the user browses around on the site? It would function as a container to hold various items from different pages, like a wishlist.

I'm thinking it might be possible to implement this feature using a combination of CTools, Flags, and Views.
