Follow-up to #2459619: migrate_drupal cannot be uninstalled and reinstalled
Problem/Motivation
If you uninstall migrate_drupal and re-enable it, you get
exception 'Drupal\Core\Config\PreExistingConfigException' with message 'Configuration objects (migrate.migration.d6_action_settings, migrate.migration.d6_aggregator_feed,
migrate.migration.d6_aggregator_item, migrate.migration.d6_aggregator_settings, migrate.migration.d6_block, ...)
The migration .yml files need a module dependency on migrate_drupal added, but that is not sufficient - although the dependencies are in the .yml file, they don't get saved to the active configuration.
Proposed resolution
Figure out why dependencies are not saved, and make them save.

mikeryanThis appears to be superceded by #2460529: Migrations need to use the configuration entity dependency system.
