LocaleTypedConfig (which does not equal the LocaleConfigManager which was previously exposed under the confusing locale.config.typed service name, but is now renamed locale.config_manager, see https://www.drupal.org/node/2458583) is removed. The class was duplicating code with LocaleConfigManager (and to some degree LocaleConfigSubscriber) and was only used with a possibly half-broken data set. Similar functionality is now available with a simpler API at LocaleConfigManager:: getTranslatableDefaultConfig().
