Hi, I've added passing $form_state to hook_commerce_shipping_service_rate_options_alter so that eg. the current addressfield values can be used in limiting the shipping service options. (eg. selected country => domestic/international services).

I changed your code so $form_state is passed by reference, that is what you would expected with $form_state.
