I found the help text mentioned in the issue.

Steps to reproduce the issue:

  1. create a new piece of content
    1. click on "add content" button
    2. choose content type
  2. scroll down and click the URL settings tab to locate the help text"

The screenshot shows the help text mentioned in the bug.
Only local images are allowed.
