I don't know if it works for drupal 5, but in drupal 6 you can change the toolbar items or add a custom toolbar in the fckeditor.config.js file.
make sure to delete the browser cache before testing.

I can hide ans disable the buttons, move others, it works with
firefox 2.0.0.13 and ie7 windows,
iceweasel 2.0.0.12 and epiphany Debian.
fckeditor.config.js is the recommended file to change your Toolbar, but as you noted you may do it in fckconfig.js as well (but remember about it when you upgrade FCKeditor).
Can we get a pretty UI for this with lots of checkboxes like the other wysiwyg editors have?
I don't really know what I'm doing in this file and even when my browser loads an updated version (it will tell me drupalbreak item is undefined, for example) all the buttons still appear on my editor. :-( I'll figure this out, but I wanted to put in a request for something a little easier to use.
