Make naveenvalecha a git admin

Naveen has been helping a lot as a webmaster and has shown good judgement with the use of his privileges. We talk to each other every other day on irc and we discuss how to handle issues etc. So my mentoring continues.

I would like to prep him to help out with the project ownership queue and therefore he needs the new rights. Additionally it would help him with his work in the project application queue.

Naveen has proven himself as a trustworthy steward of the permissions granted to him.
