There was already a Czech translation, but that one was too outdated.
I merged your three files and replaced the old one.

I'm having some areas of Captcha coming up only in english when I think they should be in czech as well. Specifically: What code is in the image?: *
Enter the characters (without spaces) shown in the image.

I'm using Drupal 6. How would I and should I use these language files?

@goye2cz in #3: Are you using CAPTCHA 6.x-2.0 or 6.x-1.x?

The Czech translation is indeed very incomplete, but I can't help that because I don't speak Czech ;)
for CAPTCHA 6.x-2.0 there isn't even an official translation file.
The files of the original poster are for CAPTCAH 5.x-3.x, and there is too much difference between CAPTCHA 5.x-3.x and CAPTCHA 6.x-2.x to just copy them over.

But you can help: there is http://localize.drupal.org/ , which offers a low entry barrier interface for translating Drupal projects. Join the Czech translators group and you can help translating the things you want.
