In the form defined in panels_change_layout (includes/display-layout.inc L183) the form has the following line:
$form = panels_edit_display_form($form, $edit_form_state);
In includes/display-edit.inc the submission handler that is executed by using the display form (panels_edit_display_form_submit) executes panels_edit_display_settings_form_submit which then saves the layout settings back to the panel settings.
However as the submission handler for panels_change_layout uses neither of the above you end up in the situation where if a layout has a configuration form defined it is shown on the layout selection process without ever actually saving the configuration entered on it.
This impacts the layouts config in panels (or panelizer) as well as the layout configuration in IPE.

larskleiner commentedThis patch fixes the issue with custom layout settings that can only be applied in the panel's "content" tab but not in the "layout" tab.
When I try to apply custom layout settings in the "layout" tab they are not saved. Once you submit the form in the "layout" tab, you end up in the "content" tab from where you can apply your custom settings. This patch allows you to apply layout custom settings on the "layout" tab so you don't need to hit submit twice to actually apply them (once on the "layout" tab, another time on the "content" tab).
