Layout names not available to screenreaders in "Change layout" dialog

Panopoly hides the layout names from the "Change layout" dialog (which has been discussed some here: #2424377: Labels for layouts are hidden through CSS).

However, even if Panopoly didn't hide them, they are in a <div></div> below the link to select the layout, not inside of the link, so, they wouldn't make sense to a screenreader user.

I think ideally, the layout name should be in the image alt text for the layout image, which will be treated as the link text by the screenreader. This probably will require a change in Panels.

Of course, the layout names don't really mean anything, some kind of description would be super useful, but that's another issue. :-)
