1. Create a form and make a submission.
  2. Export as delimited text
  3. Export as Excel.

Compare the "Time" columns. The delimited text will be correct. The Excel version will have the times changed to GMT.

I have same issue. Submitted by time is correct. Webform download is 8 hours off. Server time is correct as is Drupals time.

I was just writing a drush --move-house extension module to take care of this. It makes use of Google self-driving cars. It almost works for Europe and Asia, but I still have to write the transatlantic support or wait until the next ice age and use the Bearing Land Bridge.
