User Klausi gave me permission to create full projects 4 days ago. However, I'm unable to do it since when I edit my sandbox the "Promote" tabs doesn't appear. Could anyone check out what's wrong?

This is now fixed, and you can promote the project in the normal way.

The project was created as a "Drupal.org project" instead of a "Module project". Drupal.org projects, like Drupal.org webmasters, are projects about the Drupal project or website; rule for promoting them are more restricted.
