Grant naveenvalecha webmaster role

https://www.drupal.org/u/naveenvalecha has been helping out in the webmaster, content and project application queue for a while now. I've been tutoring him and he shows a good understanding of our proceedings. To allow him to actively deal with spam I'd like that we grant him the elevated role. I'll continue tutoring him and tell him which powers associated with that role NOT to use.
